David Ellis brings more than a decade of legal experience to his work with individuals, enterprises, and government clients. He handles a diverse mix of commercial litigation, contract matters, securities disputes, and administrative law with strategic rigor and practical insight.

Before joining Chemere Ellis, David served as Assistant General Counsel for the Florida Department of Corrections, where he directed litigation, procurement, and contract compliance across one of the state’s largest agencies. In private practice, he has represented both plaintiffs and defendants in business and insurance disputes at firms such as Lewis Brisbois Bisgaard & Smith, Butler Weihmuller Katz Craig, and FedNat Insurance Company. Earlier in his career, he also prosecuted cases as an Assistant State Attorney in Florida’s Sixth Judicial Circuit, trying more than 20 cases and managing over 100 active matters.

David launched his legal journey as a Judicial Law Clerk in the Superior Court of the Commonwealth of the Northern Mariana Islands, drafting legal memoranda, orders, and judgments. He earned his Juris Doctor, cum laude, from Thomas Jefferson School of Law, where he was a Jefferson Fellow and received numerous academic honors.
